The Winter Solstice chart cast for when the transiting Sun enters Capricorn shows us the trends for the
coming year on a local or world scale. I've examined it for Washington, D.C. and compared it to the Sagittarius
rising (Sibley) chart of the United States to see what is likely to happen to our nation and government in 2008.

To begin with, there is a wide-orbed Mystic Rectangle formed by Mars, Saturn, Sun, Jupiter, Pluto and the
North Node in the CapSolar for Washington. This describes a superb spiritual alliance which may produce
milestone meetings among assemblies endorsing social justice, along with austerity measures and possibly
employing military, police or peacekeeping forces. It can portend both constructive and destructive activity, and
may involve relocating people from one place to another and/or construction or occupation of buildings. Large,
public-spirited groups and/or families in or influencing several nations from a standpoint of social or economic
studies may bring a positive turning point in worldly circumstances, nutrition and/or food production related to
people who have suffered widespread change, unsettled lifestyles, or migration. This could involve service
personnel in dialogs influencing public opinion. Midpoint clusters of the Mystic Rectangle indicate a
successful, influential, broadly experienced woman (or women) with official power attracting public attention,
receiving honor and prestige through work with medical issues affecting the general populace. Clustered with
this is an issue related to a powerful woman and potential problems involving work and public upset or
scandal over a relationship or partnership. There could be, in such a case, a potential separation. As a result of
her actions, financiers and physicians may discuss medical and legal matters involving rights of men and
women and health care. This information can evoke excitement over financial growth, equity, shared assets,
and good news or notification of success related to increasing fairness in medical practices and billing, patient
records, or insurance. The groundwork for enduring success in improved quality of health may be laid or

although there could also be others.

Issues related to prostitution and lawbreaking may come to a head in the courts.
There is evidence that some people will do well due to a rising business cycle in construction or real estate
related to foreclosures.

children and youths. This may result in successfully passed examinations and improved morale, self-reliance
or autonomy for students.

There are clusters showing continued worries or fears about Earth's future and deficiencies, hazards or
breakdowns in water or air, or water damage. These matters are likely to be profitable to those who know how
to take advantage of the opportunities they represent. Concerns may arise about an increase in unfamiliar or
viral illnesses as a result of problems with water or air. The public could have inadequate energy resources on
their minds.

The Moon represents the general public, associations of public workers, and women's issues as well as
matters related to food and shelter. Her degree this year is **A radical magazine displays a sensational front
page.** The compelling power of social propaganda for humanitarian purposes. It can show activism and a

likely to have an ethical stance related to populations or nations, may stand for public morals, and put forth
high-impact facts.
This year there will continue to be much public speaking and discussion about education and instruction,
resulting in clarification of opinions related to creative ideas, art, sexuality, spirituality and perhaps
metaphysics. The general public is likely to be imaginative, intuitive, psychic, visionary, curious about
mysteries, impressionable - perhaps overmuch. They continue to receive some influences mapping
disabilities, disease, addictive tendencies or alcoholism, with depression and anxiety based on an unrealistic
tendency to avoid the facts.
Problems in developing nations related to water and/or food may be used as a bargaining chip in
developments related to peace in the world, motivated by a magnanimous, noble, humane urge to protect
vulnerable women and children. Such activity may lead to more active, outspoken, privileged women in
leadership roles and more nurturing and supportive men.

The Sun shows the Presidency and leadership in the nation as well as creative forces driving the nation as a
whole to achieve its destiny. This year reveals much public speaking, writing and travel. There is impetus for
beneficial and important design change or modifications in the auto industry as well as changes in energy
consumption. The Sun-Jupiter conjunction's degree symbol is : **A guardian claims leadership from the
group.** It shows dramatic, charismatic expression of confidence that one's plans and ventures will be
sustained by others. To accept an opportunity because of assistance from friends and family. To consider
oneself qualified. So, the President who is elected this year is likely to assume a familiar role, one of
charismatic guardian. The third house cluster of Pluto, Sun, Jupiter and Mercury may bring broad, sweeping
changes in relationships with neighboring countries - most likely providential and possibly lucrative.
The opposition from Mars in the CapSolar 9th maps leaders, attorneys, ambassadors and/or soldiery from
other countries raising a challenge to the President to adventure, competition, and possible legal conflict or
military action with a self-protective ethical stance as motivation. As the Sun is conjunct Mercury, Pluto and
Jupiter, the President's trend is likely to be toward effectiveness in coordinating no-nonsense communication
and negotiations based on logic, a strong ideological stance, practical application of scientific reasoning, a
tendency to not easily yield to opposition, willingness to travel, and powerful business objectives motivated by
the will to expand and join with others in teamwork to accomplish goals. Pluto being associated with atomic
energy, there may be issues around nuclear weapons or nuclear energy-producing plants this year. It is a
good thing that Jupiter is involved with the cluster as a beneficial outcome is much more likely, although it
could prove expensive if people are too greedy to plan well.
This grouping of planets also shows advantageous influences associated with stage successes and acting,
literally shining in front of audiences. Since Jupiter is involved, spiritual leaders may have greater access to the
media despite attempts to curtail their broadcasting options. Also shown are honors, riches, winning,

stellium, which runs from 28 Sagittarius to 3 Capricorn. Jupiter and Pluto conjunct the Sun can be particularly
important for the restoration of health and prosperity to a nation and may result in tax increases on the

investments. Largesse and noblesse oblige are popular themes, and may be called for this year. Scholars,

Mercury represents the news, communication, travel and transportation issues, business, young people, and
the intelligentsia. This year, Mercury maps eccentric, possibly agitated, ideologically persuasive reporters,
writers, authors or astrologers promoting certain ideals and leading open discussions and debates. It is likely
to be a good year for young writers, particularly if writing about women's or young persons' adventure
Mercury also shows potential excitement among the youth population involving innovative technology and
vehicles. There may be inventions or breakthrough technology improving vehicles or their emissions with
chemistry, energy, and/or novel use of raw or solid materials. However, there could be some delays in
implementing such ideas at first.
Young people are likely to be easily won over to the peace movement by the art, music, literature and fashion
industries -- by beautiful young persons using both serious, factual persuasion and the seductive pleasure
principle. We can expect continued concerns or hopefulness among youth and in the news about businesses
related to liquids, fishing, oil, the ocean or water, and many scientific or academic dialogues and debates
related to the concepts of peace and liberty.
There may be much teaching, learning, increased knowledge of philosophy, science and language related to
concerns about possible future restrictions or limitations to prosperity, freedom, justice and fairness.
There may be news of important conversations, favorable communications with officials, favorable
arrangements, official decisions and/or rulings related to income, employment, self-reliance, profits and
business successes through linking theory to practice, on the job training, and correct use of skills.
There are indications of much discussion and writing about unusual weather patterns in the news.
Mercury's conjunction to Jupiter is one of the aspects par excellence favoring prestige and prosperity through
good will and good judgment, in this case due to young people and reporters choosing to be better informed
and taking in the full picture. There is potential increase in income for script-writers, publishers, public
speakers, and possibly an increase in ticket sales for live performances. Mercury maps "the Gift of Gab", and
this year may increase the number of famous storytellers in the news and magazines, especially those who
embellish with humor or hyperbole. This conjunction can indicate rapport and positive relationships between
classmates, students and teachers. This conjunction favors contractual agreements that better conditions for
education and teachers.
In terms of transportation, there may be agreements, after much debate, improving matters related to travel,
vehicles and tools, especially electrical and electronic ones. There is one indication that production of very fast
trains is likely this year.
There may be the building of effective organizations based on writing and public speaking favorably impacting
the stage and entertainment, luxury environments, mediators, translators, spokespersons, advertisers,
promoters, and possibly attorneys and counselors.
However (and this could affect the Presidency) the other side of Mercury-Jupiter can be hopeful exaggeration,
promoting more than what may be immediately possible, affordable or available. Favorable publicity, an assist
from a donor, lender, friend or mentor, sound judgment, or rational. logical thinking, concentration, focus, and
serious communication with careful attention to detail may offset that tendency. This is especially important in

Pluto conjunct Mercury, Sun and Jupiter can bring forth leaders who are insightful, mentally courageous,

uplifting, or surprising content to their conversation, writing or counsel. Pluto can bring shockingly open,
earnest discussions or descriptions of problems and what is needed and wanted to solve them, involving
serious economic matters, or life and death issues, with a view to improvement. Since Pluto can map
investigations, there could be some pre-emptive self-disclosure on the part of the President and/or other
political leaders of the U.S. this year.

Venus maps the beauty and fashion industries, including modeling, beauty items, hair and makeup design,
and jewelry, as well as interior design and the art industry. This year her clusters show an amiable, popular,
influential family or couple who may help charities or social work through athletics, dance, aesthetic or art
groups, or the film and photography industries. Such activities may net for them success, increased loyalty,
and enjoyable technical or artistic work.
There is a tempting cluster this year related to actors and sudden breakups from loving partners, possibly
linked to hazards or danger related to infections (particularly STD's) and perhaps impotence, poor morals,
hazards or riskiness connected to love, with emotional coldness, as well as potential desirable work changes.

Venus in Scorpio in the Washington, D.C. 2nd house can affect major money deals, mergers, loans, stocks,
bonds and mutual funds. The aspects are mixed - the square to Neptune and trine to Uranus, both in the
Capsolar 5th house of speculation and gambling, may show problems to solve with investments related to
water, oil, chemicals, medicines and the sea, yet Uranus in Neptune's sign, Pisces, may offer positive solutions
based on scientific principles, altruistic and humanitarian inventions, computers and technology, as well as

definitive planetary cure as yet. Measures still need to be taken.
Mars' degree this year is : **A cat converses philosophically with a mouse about dinner.** It can show
self-justification through intellectual ideas and social-ethical considerations, self-righteousness, and high
ability to have something wanted. There is a tendency to anticipate that needs are about to be fulfilled, that
hunting will produce a high yield. It isn't a very sympathetic degree over-all.

Mars sesquare Neptune maps strong urges, feelings and desires that can be sublimated or made pure

wish to carefully supervise the youth population and those who may find it difficult to conform. There will
probably also be greater value placed on certification, degrees, professional status and recognition and
possibly increased tendency to dress or groom hair in a conservative fashion which could result in profits to
the garment and hair design industries. With Capricorn, altruism, humanitarianism, charity and compassion
